The Faculty of Law of the University of West Bohemia in Pilsen would like to invite you to the traditional international conference
State and Law over Time 2024
which will be held in Pilsen on June 18, 2024.
A thematically broad international interdisciplinary conference, where, in addition to legal historians, who will certainly form the core of the speakers, we will also welcome the participation of lawyers involved in other branches of law, historians, archivists, archaeologists and other experts whose scientific work deals with issues related to the development of the state and law from its beginnings to the present. The aim of the conference, unlike a number of narrowly thematically focused events, is to enable speakers to present the results of their current research and at the same time provide a platform for the widest possible meeting of experts interested in the history of law and related fields.
The expected length of conference contributions is approximately 15 minutes. A peer-reviewed collection of proceedings will be compiled from the submitted contributions.

METAMORPHOSES OF LAW IN CENTRAL EUROPE VIII.
„Alpheus and the Augean stables“
International Scientific Conference and Meeting of Departments of Legal Theory
Znojmo, June 11-13, 2024
Dear colleagues,
The last international conference Metamorphoses in 2022 drew attention to the poor state of law and democracy in the V4 countries. It seems that there has been no positive shift since then, on the contrary, the situation has significantly worsened. We present the topic of the conference with an allegory in the concept of J. A. Comenius from his work Všenáprava.
By the Augean stable, Comenius means the social crisis, which he portrays based on the "theory" of three manures. It is the manure of unclear goals, inadequately chosen means and the incorrect use of these means, or rather their abuse. According to Comenius, however, the key to the correction is not Hercules' superhuman ability, but the release of the Alpheus River, which, in conjunction with even the smallest streams, can trigger an avalanche and sweep away the Augean stable. The point is not to demolish the stable, but to clean it. Simply put, we strive to return to the ideals established after 1990, to eliminate their abuse and deliberately constructed deformations. We understand that we are experiencing several simultaneous crises, which we did not cause in most cases.
However, this situation is not a reason to limit democratic procedures, human rights, deformations of the legal order and politicization of justice. The older generation, which experienced the regimes before 1990, observes with amazement current practices reminiscent of times that we hoped would never happen again. We cannot therefore not be critical. Everything that contributes to correcting the current situation is welcome, and even the smallest stream can strengthen the Alpheus River.
The conference will traditionally take place on June 11-13, 2024 in the premises of the Loucký Monastery Library in Znojmo.
On June 11, 2024, a joint meeting of the Departments of Legal Theory of the Czech Republic and Slovakia will take place from 2:00 p.m., which is also open to all conference participants.
Suggested topics for the meeting of the departments:
1) Concept of legal teaching
2) Theory or practice
3) What digitalization has brought us
4) Academic freedoms and faculty self-government
Additional topics are welcome!
The conference itself will be held in a joint session on the morning of June 12, 2024 and will continue with discussions in sections. At the end of June 13, 2024, we will summarize the results of the discussions in the sections at a joint session.
Preliminary sections:
1) Theoretical problems of law and democracy
2) Legal policy
3) Judiciary
4) Local government
5) Labor law
6) Legislation
The final division of sections will be announced after the submission of individual contributions. The proposed sections should not limit the orientation of contributions in any way, as long as they address the main subject of the conference.
The detailed program will be determined only after all applications are closed.
The conference will start on June 12, 2024 at 9:30 a.m.

Joint Czech-Slovak meeting of administrative law departments associated with a scientific conference
On 11-12/2024, the Joint Czech-Slovak Meeting of the Departments of Administrative Law was held at the Faculty of Law of the University of West Bohemia in Pilsen, accompanied by a scientific conference, to which members of the departments of administrative law of the law faculties and academic staff from other universities in the Czech Republic and the Slovak Republic where administrative law is taught were invited. With this event, the Pilsen Department of Administrative Law continued the tradition of a joint meeting of department representatives, which was last held in 2019 in Trnava. Even then, the Pilsen Department had planned to hold the next meeting in Pilsen, in 2020, however, the previously unknown problem called Covid-19 thwarted the possibility of holding this event. Representatives of the departments of administrative law met at a joint meeting after almost 5 years.
The joint meeting was informally started on Wednesday, April 10, 2024, when some participants met for an informal gathering in the Salzmann restaurant. The official start of the meeting was on Thursday, April 11, at 10:00 a.m., when Prof. Martin Kopecký opened the scientific conference with his opening remarks. The professional topic of the conference was focused on the significance of the work of the Czechoslovak administrator and constitutionalist Prof. JUDr. Jiří Hoetzel. In connection with the main topic of the conference, three basic thematic areas were determined, on which the conference program was focused:
Hoetzel - a person not only from history
Administrative act - and other acts of public administration
Procedural protection of subjective public rights and promotion of the public interest
A total of 17 contributions were presented during the conference, including contributions from, for example, the Dean of the Faculty of Law of the West Bohemian University, Dr. Stanislav Balík, who introduced the participants to Jiří Hoetzel's work in the legal community, and Prof. Vladimír Sládeček, who focused on Jiří Hoetzel as a co-creator of the constitutional charter (both emeritus judges of the Constitutional Court). Other speakers include doc. Lukáš Potěšil from Masaryk University, doc. Pavel Mates, or the Slovak representatives, prof. Juraj Vačok or doc. Michal Maslen.
The first day of the joint meeting ended with a tour of the Pilsen Brewery and a subsequent meeting in the Na Spilce restaurant.
Friday, April 12, 2024, was then dedicated to a joint working meeting of the departments of administrative law, when the latest knowledge and experience in teaching administrative law were shared among the participants, and news from the individual departments was presented. The teaching of administrative law is of course also associated with various innovations and modernizations that were presented by the participants, however, the unanimous opinion prevailed during the joint session that the state final exams and progressive exams should undoubtedly be held in oral form, as has been the long-standing custom at law faculties.
The joint session was attended by representatives of all law faculties from the Czech Republic, as well as representatives from the Faculty of Law of Comenius University in Bratislava, the Faculty of Law of Trnava University in Trnava and the Pavel Jozef Šafárik University in Košice. From other universities in the Czech Republic, the session was attended by representatives of the Police Academy, the Jan Evangelista Purkyně University in Ústí nad Labem and the University of Pardubice.
The joint meeting was positively evaluated by both the organizational team and especially the participants themselves, and everyone is already looking forward to the next meeting, which should take place next year in Bratislava.
